Want to legally unlock your iPhone? Simple, go move to Finland. A blogger in that country claims to have uncovered a way to unlock his Apple handset with the company's blessing. All one has to do is *gasp* pay off their contract.
"When upgrading to the iPhone 3GS," wrote blogger and iPhone 3G owner Olly Farshi in a post, "those same customers are given the option to pay off the remainder of their original 3G contract. Paying off the contract, and thus completing the two years prematurely, entitles the customer to have their iPhone 3G unlocked."
A message on iTunes let Farshi know that his ""iPhone has been officially unlocked." Farshi added that the unlock seems to be permanent.

For starters it has never been illegal to unlock ANY phone, including the iPhone. The only reason for this ridiculous cat and mouse game that Apple, at&t, and The dev team play is that the above companies are trying to protect their exclusive carrier contract.
Quoted from reference.com
"n the United States the DMCA formerly was claimed to criminalize unlocking. However, an exemption that took effect 27 November 2006 specifically permits it, and will expire in three years but it can be renewed after that. The exemption only applies to the actual unlocking, not to providing an unlocking device or service"
