The European Parliament's Industry Committee approved a "co-decision report" upholding a 10% renewables requirement for transportation fuels by 2020 and at least 5% by 2015, Green Car Congress reports, although it also stipulated that at least 40% of that renewable share must be met by "non-food second-generation biofuels, electricity or hydrogen."
The report said that the decision came under increasing pressure to reduce the biofuel requirement due to rising food prices and concerns about overall sustainability. Members of Parliament are calling for a review of this again in 2014. The committee "also inserted social sustainability criteria, including respect for the land rights of local communities or the fair remuneration of all workers," according to the report.
